I have this idea (hope) that on Earth-16, Tim’s parents are actually fairly decent. They leave him at home during the school year so as not to interrupt his education, especially now that he’s in high school, but they stay in contact with phone calls and e-mail and Skype and stuff. 
They wanted him to have a normal teenage childhood, make lots of friends, and do all that normal stuff like sports and date such that he wouldn’t be able to do while travelling with them and essentially home-schooling…
Unfortunately, he’s a brilliant kid, makes consistently high marks at school, and got bored far too easily while stuck at home, especially after spending his elementary and middle school years travelling with his parents exploring the world and taking photos.  Sadly, making friends in Gotham City also came harder than he lets on with his parents.  He is far closer with Cassie and the other archaeologist kids he befriended while younger. So, one night after reading news report about Batman and Robin, he got both curious and inspired. He wanted to learn more about them, possibly even figure out their identities.  High-res
